HUMAN RESOURCES DIRECTOR

 

The City of Berkeley, a full-service city, known for its actively engaged community, activism and innovative programs is looking for a people centric, service oriented leader and strategic partner to serve as its Human Resources Director.  Berkeley has  a highly educated and ethnically, economically, socially and politically diverse population of 112,000, 1,450 employees and a $337 million operating budget.

 

Reporting to the Deputy City Manager, the Director is a member of the City’s senior leadership team, and serves as a strategic advisor to the City Manager, Deputy City Manager and department directors on all human resources and people matters.  The Director will provide the strategic vision and leadership in the development and high-quality delivery of all aspects of human resources for the City while overseeing the five divisions of the Human Resources Department with a staff of 20.

 

The ideal candidate will be an experienced HR leader with a generalist background and solid leadership experience in labor relations, recruitment/classification/selection, talent management and organizational development including workforce planning.  An out of the box, systems thinker with change management experience in highly unionized, and political public-sector environments is essential.  Candidates who are empathetic listeners, politically astute, possesses strong interpersonal, collaboration and consensus building skills will be successful candidates.

 

Candidates must possess a BA/BS degree with a master’s degree being preferred, and a minimum of four years of supervisory experience in a complex governmental HR civil service (preferred) and unionized environment.
